Check the breeching to make sure it is at the horse's buttocks (X)
If it's too low (Y) it can force the horse's hind legs
too far under him going down hill.
If it's too high (Z) it won't hold the cart back and could get under the horse's tail and make him buck.
Always keep loose straps contained in some manner.
Allowing them to hang down is asking for an accident.
Now you are ready to hitch the horse to the cart.
